One of the primary skills needed, developed, and used in the Houses of Justice and throughout the whole of the Baha’i community life is consultation. “Bahá'u'lláh has established consultation as one of the fundamental principles of His Faith and has exhorted the believers to ‘take counsel together in all matters. He describes consultation as ‘the lamp of guidance which leadeth the way’ and as ‘the bestower of understanding’.” [143] This is a sound method for combining wisdom and discovery. “The unfettered freedom of the individual should be tempered with mutual consultation and sacrifice, and the spirit of initiative and enterprise should be reinforced by a deeper realization of the supreme necessity for concerted action and a fuller devotion to the common weal.” [144]
